Extins prin relansare: Consultant în domeniul Rezilienței Climatice
[:ro]Guvernul Republicii Moldova a primit finanțare din partea Fondului Internațional pentru Dezvoltare Agricolă ("IFAD") pentru costul Proiectului de Reziliență Rurală (PRR) și intenționează să aplice o parte din mijloacele obținute pentru contractarea serviciilor de consultanță prestate de un consultant individual în cadrul postului de consultant în domeniul rezilienței la schimbările climatice.
Utilizarea oricărei finanțări din partea IFAD este supusă aprobării IFAD, în conformitate cu termenii și condițiile Acordului de finanțare, precum și cu normele, politicile și procedurile IFAD. IFAD, precum și oficialii, agenții și angajații săi sunt scutiți de orice răspundere în legătură cu toate procesele, procedurile, cererile, revendicările, cererile, pierderile și răspunderea de orice fel sau natură intentate de orice parte în legătură cu PRR.
Sarcina serviciilor de consultanță ("serviciile") este de a contracta un specialist individual pentru a implementa activitățile de reabilitare ecologică finanțate de ASAP în cadrul Proiectului PRR, cu un accent special pe reabilitarea / înființarea perdelelor de protecție și a învelișurilor de iarbă, precum și a suprafețelor de vegetație în zonele de captare a sistemelor de apă și rezervoare.
Se preconizează că această sarcină va începe la 1 aprilie 2023. Încheierea contractului este 31 martie 2024 (corespunzând datei de finalizare a proiectului).
Termenii de referință (TdR) detaliați ai sarcinii sunt prezentați în Anexa la acest REOI.
Se atrage atenția consultanților interesați asupra politicii IFAD de combatere a spălării banilor și a finanțării terorismului și asupra politicii revizuite a IFAD privind prevenirea fraudei și a corupției în activitățile și operațiunile sale. Aceasta din urmă stabilește dispozițiile IFAD privind practicile interzise. În plus, IFAD se străduiește să asigure un mediu de lucru sigur, lipsit de hărțuire, inclusiv de hărțuire sexuală, și lipsit de exploatare și abuzuri sexuale (SEA) în cadrul activităților și operațiunilor sale, așa cum este detaliat în Politica IFAD de prevenire și combatere a hărțuirii, exploatării și abuzurilor sexuale.[1]
Consultanții interesați nu trebuie să aibă niciun conflict de interese real, potențial sau perceput în mod rezonabil. Consultanții care se află într-un conflict de interese real, potențial sau perceput în mod rezonabil sunt descalificați, cu excepția cazului în care fondul aprobă în mod explicit contrariul. Se consideră că consultanții au un conflict de interese dacă: a) au o relație care le oferă informații nejustificate sau nedeclarate despre procesul de selecție și executarea contractului sau o influență asupra acestuia; sau b) au o relație de afaceri sau de familie cu un membru al consiliului de administrație al clientului sau cu personalul acestuia, cu Fondul sau cu personalul acestuia sau cu orice altă persoană care a fost, a fost sau ar putea fi în mod rezonabil implicată direct sau indirect în orice parte (i) a pregătirii REOI, (ii) a procesului de selectare pentru această achiziție sau (iii) a executării contractului. Consultanții au obligația permanentă de a dezvălui orice situație de conflict de interese real, potențial sau perceput în mod rezonabil în timpul pregătirii REOI, al procesului de selecție sau al executării contractului. Necomunicarea în mod corespunzător a oricăreia dintre aceste situații poate conduce la acțiuni adecvate, inclusiv descalificarea consultantului, rezilierea contractului și orice alte acțiuni adecvate în conformitate cu Politica IFAD privind prevenirea fraudei și a corupției în cadrul proiectelor și operațiunilor sale
Unitatea Consolidată pentru Implementarea Programelor IFAD (UCIP IFAD) invită acum consultanții individuali eligibili ("consultanți") să își manifeste interesul pentru furnizarea serviciilor.
Consultanții interesați trebuie să prezinte informații care să demonstreze că au calificările necesare și experiența relevantă pentru a presta serviciile, sub forma unui curriculum vitae (CV), a unei scrisori de intenție și a 2-3 referințe profesionale de la angajatori/ supervizori anteriori. Un consultant va fi selectat în conformitate cu metoda de selecție individuală a consultanților (ICS) stabilită în Manualul de procurări de proiecte al IFAD, care poate fi accesat prin intermediul site-ului IFAD la adresawww.ifad.org/project-procurement. În cadrul procesului de selectare se vor desfășura interviuri

The use of any IFAD financing shall be subject to IFAD’s approval, pursuant to the terms and conditions of the financing agreement, as well as IFAD’s rules, policies and procedures. IFAD and its officials, agents and employees shall be held harmless from and against all suits, proceedings, claims, demands, losses and liability of any kind or nature brought by any party in connection with RRP.
The consulting services (“the services”) assignment is to contract an individual specialist to implement ASAP-funded ecological restoration activities within the RRP Project with a particular focus on rehabilitation / establishment of shelterbelts and grass cover, as well as vegetation cover in the catchment areas of water schemes and reservoirs.
The expected start of the assignment is April 1st, 2023. The end of the contract is March 31st, 2024 (corresponding to project closing date).
The detailed Terms of Reference (ToRs) of the assignment are provided in Annex to this REOI.
The attention of interested consultants is drawn to IFAD’s Anti-Money Laundering and Countering the Financing of Terrorism Policy[1] and the Revised IFAD Policy on Preventing Fraud and Corruption its Activities and Operations[2]. The latter sets forth IFAD’s provisions on prohibited practices. IFAD further strives to ensure a safe working environment free of harassment, including sexual harassment, and free of sexual exploitation and abuse (SEA) in its activities and operations as detailed in its IFAD Policy to Preventing and Responding to Sexual Harassment, Sexual Exploitation and Abuse.[3]
Interested consultants shall not have any actual, potential or reasonably perceived conflict of interest. Consultants with an actual, potential or reasonably perceived conflict of interest shall be disqualified unless otherwise explicitly approved by the Fund. Consultants are considered to have a conflict of interest if they a) have a relationship that provides them with undue or undisclosed information about or influence over the selection process and the execution of the contract, or b) have a business or family relationship with a member of the client’s board of directors or its personnel, the Fund or its personnel, or any other individual that was, has been or might reasonably be directly or indirectly involved in any part of (i) the preparation of the REOI, (ii) the selection process for this procurement, or (iii) execution of the contract. Consultants have an ongoing obligation to disclose any situation of actual, potential or reasonably perceived conflict of interest during preparation of the EOI, the selection process or the contract execution.
